Shri TSG Bhasker, Chairman of the Campaign Committee of the Andaman and Nicobar Territorial Congress Committee (ANTCC), has urged the Lieutenant Governor of the Andaman and Nicobar Islands to intervene in ensuring equal opportunities for eligible local officers of the Andaman and Nicobar Administration for induction and promotion into the Delhi, Andaman and Nicobar Islands Civil Service (DANICS).
In a representation submitted to the Lieutenant Governor, Bhasker raised concerns over the existing system of induction into DANICS, stating that eligibility is restricted to a limited number of feeder cadres, including Block Development Officers, Tehsildars and Assistant Registrars of Cooperative Societies.
He argued that several other equally deserving Group A and Group B Gazetted officers serving in different departments remain outside the identified feeder cadres despite having extensive administrative experience and years of service, including postings in remote and difficult areas.
Bhasker specifically referred to officers serving in departments such as Fisheries, Agriculture and other allied sectors, stating that their professional experience and administrative responsibilities should also be recognised while considering career advancement opportunities.
He highlighted the importance of local officers' understanding of the geographical, social and administrative conditions of the islands. According to him, their experience in areas such as island connectivity, rural development, disaster management, implementation of government schemes and public service delivery is valuable for effective administration, particularly in remote and far-flung areas.
The ANTCC Campaign Committee Chairman further stated that restricting DANICS induction to a limited number of feeder cadres had created a sense of inequity and dissatisfaction among other eligible officers. He expressed concern that the arrangement could affect the morale of experienced local officers and prevent the Administration from making full use of their expertise.
Bhasker has urged the Lieutenant Governor to take up the matter with the Ministry of Home Affairs (MHA) and the Department of Personnel and Training (DoPT) for necessary amendments to the existing recruitment rules. His proposal seeks to enable eligible Group A and Group B Gazetted officers from various departments of the Andaman and Nicobar Administration to be considered for DANICS induction.
He has also requested that regular Departmental Promotion Committee (DPC) meetings be convened to ensure timely consideration of eligible island-based officers.
Bhasker expressed confidence that providing broader and fairer career advancement opportunities to deserving local officers would strengthen the administrative framework, improve governance and ultimately benefit the people of the Andaman and Nicobar Islands.
The representation reflects ANTCC's demand for a review of the existing DANICS induction framework. The proposed changes would require consideration and action by the competent authorities.
